Michael Jude Luzzi is a famous jockey from the United States. He was born on October 27, 1969, in Wilmington, Delaware. It was his grandpa, jockey trainer Buddy Raines, who had a significant influence on his upbringing, as well as that of his brother John, who also went on to become a rider. He grew up in the area around Delaware Park Racetrack. In 1991, one of the most memorable times for the Raines family occurred when Raines, who was then eighty years old, mounted Timely Warning and watched as his grandson won the Maryland Million Classic and the Brooklyn Handicap.
1988 was the beginning of Luzzi’s riding career, which he started at race tracks in Maryland. In 1989, he was given the Eclipse Award for Outstanding Apprentice Jockey. On September 21, 1993, he had a record-setting day at Pimlico Race Course, winning five different races there. In 1994, he made the trip to New York in order to race on the circuit organized by the New York Racing Association. Since his debut, Luzzi has established himself as a consistent presence on the NYRA circuit. Both in 1994 and 2001, the New York Racing Association elected him the recipient of the Mike Venezia Memorial Award, which is presented to the jockey who best exhibits the qualities of great sportsmanship and citizenship.
Since he moved to New York, Luzzi has maintained his position as one of the most accomplished jockeys on the NYRA circuit. In recent years, he has been participating in several stakes races located all around the United States, which has helped him earn some national notoriety. Santa Anita Park was the location where Mike Luzzi made the presentation for the George Woolf Memorial Jockey Award on April 12, 2015. It is one of the greatest honors that can be bestowed upon a jockey in recognition of their achievements on and off the track. In the press release, Parlato made the allegation that Cuticello’s name had been “scrubbed” off the town’s website.
On Thursday, he told the New Haven Register that the director’s name had been visible on the website as recently as a week ago, but it has since been deleted. According to the budget records, Cuticello brought in $75,000 in pay for the current fiscal year. After Ray Baldwin stepped down as director of administration and management in April 2022, Cuticello was selected for the position to fill the void left by Baldwin. Cuticello’s previous experience includes service in the Connecticut Army National Guard. Since that time, according to Parlato, Cuticello has been “disengaged” from his responsibilities for “long and unusual stretches.”
Cuticello was present in sessions of the Economic Development Commission in the months of May, June, and July 2022, as recorded in the minutes of those meetings. But there is no indication of Cuticello’s presence in the minutes of the special meeting that took place in September of 2022. It is unknown if Cuticello attended the special meetings that took place on October 26, November 25, and November 30, 2022, and January 12, 2023, since the corresponding minutes have not been uploaded to the town’s website as of yet.
According to Parlato, “if Mr. Cuticello has been absent for extended periods of time, we deserve an explanation as to why, and we deserve to know who has been picking up the slack in his absence.” “If it turns out that we’ve been paying Mr. Cuticello and not getting much, or anything, in return, then I’m going to be looking for a justification for what would clearly be a waste of taxpayer money,” you may quote him as saying. “I’m going to be looking for a justification for what would clearly be a waste of taxpayer money.”
Carfora withdrew his support for the airport expansion in May 2022 at his State of the Town Address, during which the mayor questioned the equitability of the contract. According to him, while East Haven now earns around $150,000 in taxes from private buildings at Tweed, the town stands to lose approximately $2.5 million in taxes from the new terminal as a result of a ruling made by the Connecticut Supreme Court in 2003 that the terminal would be free from taxation from East Haven. He stated this decision was based on the fact that the terminal would be exempt from taxation from East Haven.
During a phone conversation with the CT Examiner on Tuesday, an attorney representing East Haven named Michael Luzzi vehemently contested that premise. Luzzi is quoted as saying, “We completely dispute that this is not taxable.” “We believe that Avports is a private entity that will be running and, ostensibly at some point, owning the terminal, and as a result, it will be subject to taxation by the municipality.” The argument that Tweed is putting forth is that they have a sponsorship claim, which gives them the right to Tweed’s exemption. And it is something that we do not agree with.”
And although New Haven’s PILOT financing – which is money a town gets from the state in lieu of taxes on nontaxable property – climbed by $49 million in 2021 as a result of a decision by the state legislature, Cafora said that East Haven’s portion had stayed the same at $426,000 over this time period. Since May, Carfora has issued a number of public statements criticizing the expansion, and they have recently made a call for an Environmental Impact Statement, also known as an EIS, to evaluate the expansion’s potential effects on wetlands, noise levels, vehicular traffic, threatened and endangered species, stormwater, and air quality. This is especially important considering that East Haven is an environmental justice community.
In addition to Carfora, Save the Sound, Friend of the Farm River Estuary, and State Senator Christine Cohen have also advocated for an environmental impact study to be conducted on the proposed expansion of the airport. Carfora said that the prospect of more employment and tax money inspired his initial support for the project. However, when the town looked deeper into the arrangement, a number of warning signs arose. This caused Carfora to withdraw his support for the project.
“The more that we continued to evaluate what impact moving a terminal and all its parking into the middle of wetlands would have, the more obvious it became – traffic, noise, and impacts on our hurricane evacuation routes as well as on our historic town green and all of the events that we hold there,” he added. “The more that we continued to evaluate what impact moving a terminal and all its parking into the middle of wetlands would have, the more obvious it became.”
“I understand that as a member of the National Guard reservist, it was anticipated that there would be times when Mr. Cuticello would be away,” Parlato stated. “I apologize for any inconvenience this may have caused.” “However, we set aside tens of thousands of dollars for this very important leadership position, and I am afraid that taxpayer dollars are being wasted, and that the town is missing out on opportunities for grant funding and economic development.”
According to the statement issued on Thursday, Parlato made the FOI request requesting the director’s employment documents, salary records, and email data in an effort to identify whether or not East Haven is still paying Cuticello. According to the statement, she also requested copies of any emails using the terms “auto-response,” “autoresponder,” “automatic reply,” “out of office,” and other phrases of a similar kind that were sent or created in connection with Cuticello’s town email account. His son, the jockey Lane Luzzi, is named after him.
