Character animator James Baxter hails from the United Kingdom. Initially, he became well-known for his work on several films produced by Walt Disney Animation Studios. These films included several roles, such as those of different characters in Who Framed Roger Rabbit, Belle in Beauty and the Beast, Rafiki in The Lion King, and Quasimodo in The Hunchback of Notre Dame.

According to the plot of the episode, the main protagonists were attempting to imitate a horse named James Baxter who can make everyone happy by neighing his name and balancing on a beach ball. It was Baxter who was responsible for the animation as well as the voice of the horse. On the title card for the episode, there is a scene depicting a horse sitting at an animation table while drawing a horse riding a beach ball.
During the eighth season of the program, a second episode titled “Horse and Ball” was shown. This episode focused on the character’s beginnings, and Baxter once again animated and voiced the personality of the character. At the 2018 Annie Awards, Baxter, along with fellow animators Stephen Hillenburg (a few months before his death), Amanda Forbis, and Wendy Tilby, was announced as the recipient of the Winsor McCay Award.
