The Baltimore Ravens are an American football club that competes at the professional level and calls Baltimore home. The American Football Conference North division is where the Baltimore Ravens play their football games when competing in the National Football League. After Art Modell, who was the owner of the Cleveland Browns at the time, revealed intentions in 1995 to transfer the club from Cleveland to Baltimore, the Baltimore Ravens were founded the following year in 1996. As part of the agreement reached between the league and the city of Cleveland, it was stipulated that Modell was to leave the history, team colors, and records of the Browns in Cleveland for a replacement club and replacement staff to use when the franchise resumed play in 1999. In exchange, he was granted permission to bring his own squad and people to Baltimore, where those individuals would later be used to build an expansion franchise. Ralph Smith, a long-time resident of Baltimore who was also the second Vice President of the National Wheelchair Basketball Association and a Member of the NWBA Hall of Fame, established the Ravens wheelchair basketball team in 1972. Bob Ardinger, a wheelchair basketball player for the Ravens, is credited with coming up with the moniker “Ravens” for the team. Later on, when the football club relocated to the city in the 1990s, the name rights were eventually sold to them, and the wheelchair basketball team eventually became known as the Maryland Ravens, Inc. After the contentious move of the Colts to Indianapolis, there were a number of efforts made to bring an NFL club back to Baltimore.

In 1993, in anticipation of the league’s expansion in 1995, the city was considered a frontrunner, second only to St. Louis, to be given one of two additional teams. However, none of these predictions came true. If St. Louis was given a franchise, league executives and club owners anticipated that tensions between competing bidding groups may lead to legal action and litigation. The first city to be selected was Charlotte, in the state of North Carolina, in the month of October. Several weeks later, Baltimore’s bid for a franchise had three ownership groups in place and a state financial package that included a proposed $200 million, rent-free stadium, and permission to charge up to $80 million in personal seat license fees.

The bid was given the name Baltimore Bombers in honor of the locally produced Martin B-26 Marauder bomber. Despite Jacksonville’s reputation as a tiny TV market and the fact that the city withdrew from consideration over the summer, only to return at the behest of the then-Commissioner Paul Tagliabue, Baltimore was shockingly passed over in favor of Jacksonville, Florida. This occurred despite the fact that Baltimore was the city that had first shown interest in hosting the Super Bowl.

Although league officials denied that any city had been favored, it was reported that Tagliabue and his longtime friend Washington Redskins owner Jack Kent Cooke had lobbied against Baltimore due to its proximity to Washington, D.C., and that Tagliabue had used the initial committee voting system to prevent the entire league ownership from voting on Baltimore’s bid. This caused a widespread outcry, and The Baltimore Sun referred to Tagliabue’s strategy as having an “Anybody But Baltimore” attitude. Following the event, the Governor of Maryland, William Donald Schaefer, said that Tagliabue had misled him by complimenting Baltimore and the potential owners while also working behind the scenes to block Baltimore’s bid.
